How To Apply

To apply for a caravan park and camping grounds *approval, you will need to submit a complete application to Council. The following information will assist you in ensuring your application is complete and that you consider other applications that may be required for your business.

Prior to submitting your application you should ensure the site has the relevant development approval (if required) to prevent the application being delayed.

  • Do you intend to, or already operate a food business? If yes, you may also require a food business licence. For further information, refer to the food business information.
  • Do you intend to, or already have any advertising signs erected? If yes, refer to advertising signs information.
  • Do you intend to, or already discharge trade waste to Council’s sewer system? If yes, contact Council.
  • Do you intend to build additional buildings, or structures such as annexes, sheds or carports? If yes, you may need to obtain building approval, either from Council or a private certifier.
  • Plumbing approval may also be required for any new plumbing works carried out on site.
  • Do you intend to sell alcohol on the premises? If yes, contact the Queensland Government Office of Liquor and Gaming Regulation.
The applicant for a licence must be a legal entity (e.g. person(s) or company).
Note - a business name or shop name is not a legal entity and cannot be the *approval holder.

Caravan parks and camping grounds must be set out in accordance with Council requirements.

To assess the suitability of your premises, you are required to submit the following plans with your application:

  • Layout plans detailing the intended location of all caravan sites, buildings, cabins, camping areas and access roads to a suitable scale (e.g. 1:100). Ensure your plans show:

    • size and number of each campsite and caravan site
    • site boundaries, outlines of buildings and the use of the adjoining properties
    • the position and number of all amenities (toilet, shower and laundry facilities)
    • the position of all water points and waste receptacles
    • details of water quality, reticulation and drainage.
If you are not the owner of the land on which the caravan park or camping ground is to be situated, you will need to provide the written consent of the land owner.
Permanent buildings and structures are controlled under Queensland’s building legislation. Depending on the type, size and intended use of the building or structure, you may require building approval and certification from a building certifier. Where a caravan is being used for longer term residential purposes, it can be considered a fixed structure under the Building Act 1975 and may also require a building approval.

Swimming pools associated with a caravan park or camping ground need to be fenced and have barriers to safeguard young children from drowning or injury. You will require a current pool safety certificate stating that the fence and barriers comply with Queensland's swimming pool barrier standard, MP3.4 of the Queensland development code.
Whilst Council does not require you to have public liability insurance for this approval, you should research all options regarding your business insurance requirements.
You do not require any qualifications under this local law to apply for this approval.
Applications can be submitted (with the relevant fee) in person at Council offices or by surface mail.
  • You are responsible for ensuring the caravan park and camping ground approval application is complete.
  • Prior to submitting your application you should ensure the site has relevant development approval to prevent the application being delayed.
  • Council will process your application within agreed time frames. You will be contacted should additional information be required to process your application.
  • You need to supply safe drinking water to your customers. The town water supply should be used when it is available, as non-reticulated water may be contaminated with viruses, bacteria, parasites and chemicals. If you cannot use the town water supply, you will need to demonstrate the drinking water you supply is safe.
  • You will be notified when a decision has been made regarding your application.
  • When approved, you can then operate the caravan park and camping ground in accordance with the approved application.
  • You must contact Council for an inspection and receive approval prior to commencing operation.
  • Council will inspect the premises on a regular basis.
  • As a new operator you are responsible for ensuring the caravan park and camping ground application is complete.
  • You may apply for a search to confirm that there is a current approval and to ascertain the current level of compliance. This process may require written permission from the vendor.
  • Alterations to the site may require development and/or building approval. You may apply to Council for a full planning and development certificate, prior to lodgement of your application. Generally, there is a fee for this application and it will involve a Council officer conducting an inspection of the site.   • You will be contacted should additional information be required to process your application.
  • When approved and there are no alterations to the premises, you can commence operation. Council will inspect the premises on a regular basis.
  • You are responsible for ensuring the caravan park and camping ground amendment application is complete.
  • You are encouraged to contact Council to discuss any changes to your business.
